NIMD Programme

The first months of 2012 will revolve around the preparations for the different elections, and in this period the NIMD programme will focus specifically on preparing the electorate through media campaigns and debates and other party events highlighting the issues at stake in the constitutional referendum and the proposed democratic reforms. The bilateral programme will also take on a different form due to the elections, and will focus on strengthening the internal cohesion of the parties in terms of their newly elected representatives in parliament. Relations with civil society will be an important facet throughout, especially at the decentralised levels, and in interactions with locally elected representatives.

Key achievements in 2009

• Through its inter-party dialogue programme, NIMD’s partner in Mali, the Centre pour le Dialogue Inter-Partis et la Démocratie (CMDID), has been able to achieve consensus on constitutional reforms, including legislation that provides for the creation of a Senate, and the establishment of a single, independent institution to manage the electoral process.

Key achievements in 2008

• Assistance to political parties reduced political tensions in this election year. The code of conduct, which was signed publicly by all parties, and the training of party agents have greatly contributed to the legitimacy and tranquillity of the elections.
• Solid foundations were laid for (long-term) institutionalized interparty cooperation. The commitment by the top leadership and the willingness by international donors to support this process, have created sound opportunities for interparty dialogue.
• Political parties have been encouraged to prepare jointly for a revision of the electoral process.
