How can the international community assist democratization?

Purpose of intervention:
Discuss ways in which the international community has promoted democracy and development programmes.
- What is the link between development and democratization in international aid programmes? Are there specific contexts or movements when this relationship is especially relevant to political reform?
- What is the role of non-governmental organizations in this nexus? How can the international community interact with local actors who are key to democracy taking hold in a country?
- What are the recent experiences of US and European policies of democracy assistance in this area? What lesson should be drawn and how may these lessons be brought into practise?
