On 20 October 2009, the 4th meeting of the Electoral Stakholders Dialogue Platform was held in Maputo. Special attention was given to the electoral Code of Conduct that was signed in 2004 by the 22 political parties that were then participating in the presidential and parliamentary elections.

The political parties agreed that the purpose and message of the 2004 Code of Conduct are still valid. The parties participating in the 28 October 2009 elections endorsed its content and reaffirmed the relevance of publishing the Code.

The reaffirmation of the Code of Conduct as well as the 19 principles it entails, were published in Notícias and mediaFAX. State-owned Notícias is the country’s leading newspaper, while mediaFAX is its Mozambique's oldest independent publication - founded by investigative journalist Carlos Cardoso, who was murdered in 2000 after his newspaper published an investigation into corruption in the privatisation of Mozambique's biggest bank.
