In October 2010 the Belgian Presidency, in collaboration with Observatoire de l’Afrique and the European Partnership for Democracy (EPD), organised an international conference on democratic reform.

This issue paper provides an overview of the gaps in the democratic system of Ghana and proposes a number of practical reforms.
